If I am bi-amping do I need to buy an active crossover or simply plug directly into the respective hi and lo inputs on the speaker? Also, if I am using amps with different power levels, is there a simple way to balance them?

Although you could do that, the purpose of Bi-Amping is to get rid of all those components from the path of the amp, which would necessitate an active crossover.
