XP-Pro is very good tape, as is the Fuji line. I'm not familiar with the Maxell tapes.
Don't know if it's the best but ipinetop

The TDK tapes usually sell for about $7.50 each. The best deal I've found on S-VHS tape is JVC SV-120 for $4.00 each at tapeworld.com. They aren't quite as detailed as the TDKs but for nearly half the price they are very good. Tape World charges $7.95 for shipping whether you order ten or one hundred tapes, so you're better off getting them in bulk (I've been buying them twenty at a time).

Does your VCR have S-VHS ET? I've been getting pretty decent results with $1.00 each TDK E-HG and Sony Premium V-Series tapes. It's not as good as real S-VHS tape of course, but much cheaper. FWIW, my VCR is a JVC HR-S7600.
