This aspect ratio does exist but is most commonly used in european movies and rarely used in america. In our country 1:85 is the most common aspect ratio used for films. In europe it is 1:66:1

On a 1:78:1 television(wrongly termed 16x9) black bars will frame all sides of the image on a movie using the 1:66:1 aspect ratio.

"Treasure Planet" is labeled as 1.66:1 OAR, with enhanced for 16x9 TVs.
