Not sure why it wants to re-boot... not sure if it's related to the first defrag in any way (perhaps XP-pro "remembers" a sequence for that utility and figures it's what you want for EVERY de-frag?). But the reason defrags stop and usually start over before finishing is a more common problem. I CAN address that a bit. Hope it helps.

Your Defrag program wants to access certain sectors in order to check and move them around... problem is when "certain" programs are running, they read/write data to those sectors while the defrag is trying to do it's thing, and it confuses it... so it starts over. Sort of like trying to do an inventory in a grocery store at the same time people are still shopping there.

Most likely suspect is a virus scanner program running in the background, but others will do this too. Just tap Ctrl-Alt-Del and close down any (all) un-needed programs before running Defrag. I also suggest (always) doing a scan-disc before Defrag (the QUICK version -- the long version, which writes & reads every unused sector can take hours on a 10-20G drive... on a 40-100G drive it might take days!) Scandisc will correct errors in any sectors, and if your drive is over a year old, it'll start getting them. If you don't let scandisc fix 'em, Defrag will probably stop at that point too.
